MRPA Day on the Hill

We’d love for you to join us on Tuesday, April 28 from 10:30 a.m. - 3:30 p.m. for MRPA's Day on the Hill - Click here for the flyer

It will be held at the Minnesota State Capitol’s Upper Mall (75 Rev. Dr. Martin Luther King Jr. Blvd. S), in partnership with Three Rivers Park District. Link for parking instructions.

This day is all about building connections with local policymakers to help them understand the impact parks and recreation have in their communities.

Your legislators want to hear from you!

Meeting with your representative may sound intimidating, but it is a simple way to introduce yourself and have a conversation about the work you do in your community. Your representatives want to know who you are, what is happening in their district, and what matters to the people they represent.

How to get involved:

Step 1: Find your representatives

Look up your state senator and representative using the Minnesota Legislature website here.

Step 2: Email their office to request a short meeting

Email their office to request a short meeting during Day on the Hill. MRPA has provided a template that may be used.

Step 3: Prepare a few talking points about your role and community

Keep it simple. You don’t have to have a formal “ask” or policy request to participate.

Talking points may include:

Who you are and your role
Your agency/community
A quick example of your impact (program, park project, etc.)
Why parks and recreation matter locally

Step 4: Attend your meeting and share your experience

Remember, this is a conversation not a presentation. Be prepared but be genuine and share your experiences. You are the expert on programs, parks, and your community!

Step 5: Follow up with a brief thank you

Send a quick thank you email after the meeting to keep the connection going. You may want to highlight 1-2 main points for your representative to remember.

The more MRPA members who participate, the stronger the voice for parks and recreation becomes. These conversations help legislators better understand the impact of parks in their communities and build connections they can rely on when park-related decisions arise. After all, Strong Parks = Strong Communities!

You are welcome to attend on behalf of your organization or as a community member. Both perspectives are valuable. In addition, MRPA advocates for parks and recreation at the state level. If helpful, you may review or reference MRPA’s 2026 legislative priorities here.

We’ll have a table on the Upper Mall (in partnership with Three Rivers Park District), so stop by, bring a colleague, wear your department gear, and maybe even take a Capitol tour while you're there!

Unplug Minnesota Day

Unplug Minnesota Day is on July 11, 2026. Click here for the unplug kit - which includes messaging, ideas, and promotional resources. Although it references the state of Illinois, this information can be adapted for other states.

Started eight years ago by the state of Illinois. Unplug Day is a statewide effort that encourages people to step away from screens and reconnect with recreation, nature, friends, family, and in-person experiences.

Unplug Illinois Day - communities host activities that promote unplugged time, whether that’s enjoying parks and trails, participating in recreational programs, playing games, or spending quality time together without devices.

Feel free to use anything from the Unplug Illinois kit to promote July 11 in your Minnesota community!

Awards of Excellence - Applications Open Soon

The Awards of Excellence are presented by Minnesota Recreation and Park Association. Nominations for new or purposefully updated/changed initiatives completed in 2025 will be open in mid-February.

The major goal of the Awards of Excellence program is to increase public awareness and appreciation of the excellent parks, trails, and recreation services available in Minnesota. The awards committee will score selected agencies and follow up with recipients in late spring.

Public presentations of the awards are made before the agencies’ governing bodies throughout the summer season. These projects will also be highlighted in the fall issue of the MRPA member magazine.

MRPA Awards Committee

The purpose of the MRPA Awards Committee is to recognize individuals, agencies, organizations, or institutions for their excellent, outstanding, or unique accomplishments in recreation, parks, leisure services, conservation of the environment, and the Minnesota Recreation and Park Association.

The Awards Committee is in need of applications from Southern Minnesota Recreation and Park Association (SMRPA) and non-management positions. Please fill out this short questionnaire by January 16. Thank you!

MRPA Race and Equity Advisory Committee (REAC) Application

The MRPA REAC was formed to assist the association, its members and member agencies to deliver services through the lens of diversity, equity, and inclusion. The committee will help to solidify the MRPA’s commitment to addressing systemic racism and inequities which persist throughout Minnesota, using park and recreation agencies as agents of change.

MRPA Programming Network Leader/Chair or Co-Chairs

The Programming Network shares best practices for programming, resources, and trends. This group provides information regarding service for diverse needs and populations.

Emerging Recreation Leaders Institute 2

MRPA will host the Emerging Recreation Leaders Institute 2 (ERLI) over five days in the fall of 2026. We’re looking for up to five members to join the planning committee, which will begin discussions in April.

This group will review the curriculum from the last class in 2024, and offer suggestions for this year, share session topics, and confirm presenters. Click here for the previous curriculum outline from 2024. Committee members also assist with day-of logistics. If you’re interested, please email MRPA at snider@mnrpa.org by January 30.

MRPA Annual Conference 2025 a Huge Success

MRPA says thank you to all the delegates, volunteers, exhibitors and sponsors of the 88th Annual Conference and Exhibit Hall held October 27-30 at the Heritage Center in Brooklyn Center, MN.

The conference included 500 delegates, a sold-out exhibit hall, and numerous sponsors and volunteers. Attendance marked an all-time high for a MRPA Annual Conference. This year’s conference also included many educational sessions and the 3rd Annual Maintenance Rodeo. MRPA is grateful for the outstanding work of the year’s annual conference committee!

Statewide Comprehensive Outdoor Recreation Plan

The Minnesota Department of Natural Resources wants your input on the Statewide Comprehensive Outdoor Recreation Plan (SCORP)! As a leader and manager of a local parks and recreation system, we want to understand your priorities, challenges, and ideas about the future of outdoor recreation in Minnesota. If you aren’t already familiar with the plan, it is considered Minnesota’s outdoor recreation policy plan. It gives outdoor recreation decision-makers and managers a focused set of priorities and suggested actions to guide them as they make decisions about outdoor recreation. The National Park Service requires this plan to maintain eligibility to participate in the federal Land and Water Conservation Fund (also known as the LAWCON or LWCF) program. The previous Minnesota SCORP can be found on the DNR website.

Minnesota outdoor recreation agencies have a variety of strategic plans in place already, such as: the 25-year Legacy plan, plans developed by the Minnesota DNR, Metropolitan Council, and others. Because much important work has been done in this area already, we will incorporate existing goals and strategies into the next SCORP; with the addition of new and emerging information and priorities highlighted by local providers like you. Your input, along with research and other information on outdoor recreation, will be considered by the project team and a steering committee to develop the plan.

Board of Directors Election and Bylaws Amendment

The MRPA election begins in mid-November. Here are the 2025 MRPA Board of Directors Profiles:

The MRPA Board of Directors wants to share information in advance related to the electronic ballot you’ll receive as an Association’s bylaws question will be included. The MRPA Board of Directors is proposing amendments to the bylaws that require a majority vote of the professional membership.

Legal counsel has reviewed the proposed policy changes. In addition to the proposed bylaw changes, the proposed updated bylaws files also include grammatical corrections and clarification language that do not change policy.

Explanation

MRPA last revised its bylaws in 2009. The proposed amendments are part of MRPA’s strategic initiative, which was developed after receiving input from the membership and working with the consulting firm Association Management Center to guide the Association forward. The proposed amendments also take into consideration and incorporate the consulting firm’s suggestions, including the recommendation to review the need for membership approval for bylaw changes. The proposed amendments continue to include membership input related to bylaws changes as outlined in Article XI. Additionally, the proposed amendments ensure current procedures, such as electronic voting and virtual meetings, meet State Statute.

Ballot Instructions

The electronic ballot requests members to vote either YES in favor of the proposed amendments as shown in the bylaws files or NO to the proposed amendments. All electronic ballots must be submitted online by the deadline shown on the election ballot email.

Environment & NR Trust Fund Reauthorization on November Ballot

Environment and Natural Resources Trust Fund (ENRTF) on the November 5 Ballot

MRPA wants to provide educational information around a constitutional amendment that will be on the upcoming November 5 ballot -- the Minnesota Environment and Natural Resources Trust Fund (ENRTF) Reauthorization. The ENRTF has provided more than $1 billion in Minnesota State Lottery proceeds for more than 1,600 projects since 1991. The current allocation is for 40% of state lottery proceeds to be directed toward the fund, and this current arrangement expires in 2025.

The ENRTF reauthorization to extend the arrangement for another 25 years will be on the statewide ballot on November 5. A “Yes” vote means proceeds from the state lottery will continue to be dedicated to the ENRTF. Leaving the selection blank on the ballot means the same as a “No” vote. Over 50% of voters must vote “Yes” to approve the constitutional protection.

MRPA encourages members to share this information. The Secretary of State’s office has provided the ballot language and instructions:

Voters will have the following constitutional amendment ballot instructions and question on their ballot on November 5, 2024:

Failure to vote on a constitutional amendment will have the same effect as voting no on the amendment.

To vote for a proposed constitutional amendment, fill in the oval next to the word “Yes” on that question. To vote against a proposed constitutional amendment, fill in the oval next to the word “No” on that question.

Environment and Natural Resources Trust Fund Renewal

Shall the Minnesota Constitution be amended to protect drinking water sources and the water quality of lakes, rivers, and streams; conserve wildlife habitat and natural areas; improve air quality; and expand access to parks and trails by extending the transfer of proceeds from the state-operated lottery to the environment and natural resources trust fund, and to dedicate the proceeds for these purposes?

About the ENRTF from the Legislative Citizen-Commission on Minnesota Resources (LCCMR):

In 1988, 77% of Minnesota voters approved a constitutional amendment establishing the ENRTF (Article XI, Sec. 14) - a constitutionally dedicated fund that originates from a combination of Minnesota State Lottery proceeds and investment income. The purpose of the ENRTF is to provide a long-term, consistent, and stable source of funding for activities that protect, conserve, preserve, and enhance Minnesota's "air, water, land, fish, wildlife, and other natural resources" for the benefit of current citizens and future generations. The MRPA Board of Directors understands member agencies, communities, and the profession have evolved in recent years due to the pandemic and other factors. To ensure the Association continues to meet members’ needs, the MRPA Board has hired a consulting firm to provide guidance for the Association’s operations and programs for the coming years. The firm, Association Management Center (AMC), will assist in four areas: a membership survey, needs assessment, staffing model, and funding sustainability.

National Fitness Campaign

Blue Cross Blue Shield of Minnesota has formed a statewide partnership with National Fitness Campaign (NFC) to launch $500,000 in grant funding for municipalities and schools across New York, to support the goal of providing free world-class fitness to all Minnesotans. This funding will be allocated to support municipalities, schools, and organizations across the state in joining the growing NFC wellness campaign building healthy infrastructure to smart cities and schools of the future. NFC’s award-winning initiative is now planning its 500th Healthy Community in America, and is poised to deliver vital outdoor wellness programs helping to fight the obesity epidemic across the country.

If you are not yet familiar with the campaign, the program is designed to bring world-class healthy infrastructure to public spaces with the Fitness CourtⓇ, along with consulting, funding and community programming support. Please watch the National Fitness Campaign 3-minute video describing the program: Campaign Video.

Through the partnership, Blue Cross Blue Shield of Minnesota and NFC will work with local towns, institutions and organizations who believe wellness is a priority, to bring the campaign to 10 municipalities and schools across Minnesota in 2023.

As an affiliate partner with NFC, Minnesota Recreation and Park Association is pleased to provide priority access to application briefings for our members across Minnesota who may be interested in qualifying for funding and partnership. The briefing is a 30-minute zoom call which will qualify your community for a feasibility study and grant application.

The Minnesota Department of Health Arthritis Program is offering grants to community partners to support building, expanding, and sustaining Walk with Ease programs or other evidence-based walking programs that help people with arthritis manage joint pain. Grant Opportunity - National Outdoor Recreation Legacy Partnership (ORLP) Program

The Department of Natural Resources (DNR) announces a grant opportunity for the National Outdoor Recreation Legacy Partnership (ORLP) Program. The ORLP program, funded through the Land and Water Conservation Fund (LWCF), is a nationally competitive grant program. Applicants must be cities with a population of 30,000 or more according to the 2020 Census. The proposed project must serve the specific needs of a community that is severely lacking in walkable, publicly accessible, outdoor recreation ("park deserts"). In addition, the area in which the proposed project is taking place must have a poverty rate of at least 20% or that is at least 10% higher than that of the project city, county, and state rates.

To be eligible, an applicant must be one of the following:

Cities with a population of at least 30,000 according to the 2020 Census. Eligible cities with population 30,000 or more PDF.
Counties and special purpose park districts with park projects within or abutting a city with a population of at least 30,000 according to the 2020 Census.
State agencies with park projects within or abutting a city with a population of at least 30,000 according to the 2020 Census.

Eligible projects include acquisition or development (or a combination) of lands and facilities that will provide outdoor recreation opportunities to the public. All projects must meet requirements for perpetual outdoor recreation use.

The ORLP Program has $192 million available nationwide. The minimum grant is $300,000 and the maximum is $10,000,000. Projects require a minimum of 1:1 match from non-federal sources.

Additional information and application materials are available on the DNR program webpage, National Outdoor Recreation Legacy Partnership (ORLP) Program | Minnesota DNR (state.mn.us). Round 1 applications are due to the DNR by December 20, 2022, Round 2 applications are due to the DNR by April 25, 2023.

They are in the process of posting a revised application based on additional guidance from the National Park Service.

The 29^th Annual Minnesota USSSA Hall of Fame Benefit Golf Tournament will be held on Friday, September 30 at Theodore Wirth Golf Course in Minneapolis. Shotgun start time will be at 10 am.

The Minnesota USSSA Hall of Fame will benefit from the proceeds. You can register to play on your own or you can put together a team of your friends, colleagues, and/or softball buddies. You’ll be able to enjoy a late summer day on the greens, while helping provide support for Minnesota USSSA Hall of Fame.

New Grant Opportunity - Minnesota Youth Water Safety

Minnesota Youth Water Safety – State

On March 21, 2022, the Minnesota Department of Education released the Minnesota Youth Water Safety grant available to Minnesota nonprofit organizations and city and county parks providing swimming lessons to youth. These state funds are available primarily for the purpose of providing low-income and at-risk children with scholarships for swimming lessons based on nationally recognized water safety curricula. Up to 15% of the grant funds may also be used to hire water safety instructors or lifeguards or to train water safety instructors or lifeguards in nationally recognized water safety practices and instruction. The total funding available is $110,000 for two fiscal years. The minimum award is $10,000 and the maximum award is $30,000 annually for the two fiscal years. Completed applications are due April 22, 2022. Information and applications can be found on the Minnesota Department of Education Grants webpage for the Minnesota Youth Water Safety grant.

Now's the time to show your support for your agency! The MRPA Awards of Excellence program recognizes agencies or organizations in Minnesota for outstanding achievements in parks, recreation, and leisure services.

We invite you to participate and submit your agencies' outstanding programs, projects, or initiatives. The Awards of Excellence application is an online process. The online application for each category is available as follows:

The Department of Natural Resources (DNR) has provided grant funding opportunities for park and trail projects across Minnesota. Applications are now being accepted for the following grant programs: outdoor recreation, natural and scenic area, regional trail, local trail connections and federal recreational trails.

These grants help local governments throughout the state create partnerships with the DNR to fund projects ranging from local parks, regional trails to trail connections. MRPA Mentorship Program is Now Taking Applications

The MRPA Mentorship Program is now taking applications for both mentors and mentees interested in being a part of a mentorship program. This is a program hosted by the Young Professional and Student Network to help park and recreation professionals and students grow professionally in the field through meaningful connections. Please submit the application by December 17, 2021.

MRPA Professional Awards 2021 - Call for Nominations

The 2021 MRPA Awards Committee is calling for Professional Award nominations to recognize individuals in six different categories: Clifton E. French, Dorothea Nelson, Jack Niles, Leadership, Horizon and Board and Commission Members. The nomination form is online this year and can be completed by clicking here. All nominations must be submitted by Wednesday, November 3.

ERLI 1 Begins October 21

Emerging leaders seek opportunities to learn, explore, and take risks. Minnesota Recreation and Park Association is committed to preparing professionals with the leadership skills and knowledge base needed to sustain and better their organization and the people they serve.

The Emerging Recreation Leaders Institute 1 (ERLI) will meet on five days during the fall of 2021, October 21, 26, November 4, 9 and 18. ERLI is geared for the parks and recreation professional with less than eight years of experience. Seasoned professionals will serve as the faculty for each session. ERLI is limited to 40 participants.

Much consideration was given to the program’s delivery format due to COVID-19 conditions and member survey responses. Therefore, the program is offered in a condensed format with both in-person and virtual sessions. The program has been designed so participants learn together as one group – either all in-person or all virtual – so they may build their professional peer network. A minimum of 20 participants is needed to run the program.

Minnesota DNR Grant Opportuity

The Minnesota Department of Natural Resources (DNR) shares a grant opportunity for the National Outdoor Recreation Legacy Partnership (ORLP) Program. The ORLP program, funded through the Land and Water Conservation Fund (LWCF), is a nationally competitive grant program that delivers funding to urban areas — jurisdictions of at least 50,000 people — with priority given to projects located in economically disadvantaged areas and lacking in outdoor recreation opportunities.

Additional information and application materials are available on the DNR program webpage, National Outdoor Recreation Legacy Partnership (ORLP) Program | Minnesota DNR (state.mn.us). Applications are due to the DNR by August 31, 2021.

AAPRA Externship Application Deadline

The American Academy of Park and Recreation Administration (AAPRA) externship application process is now open. The Young Professional Externship Program enables outstanding young professionals 35 years of age and younger (extended to age 36 in 2021 only) in the parks and recreation field to interact with and learn from members of the AAPRA members, and other individuals who attend the NRPA Conference and its associated meetings.

MRPA’s magazine photo album contest deadline extended to June 7!

ONE LUCKY SUBMITTER WILL RECEIVE A FREE 2021 CONFERENCE REGISTRATION!

Grab your camera or cell phone! We want to see your best programming and site photos. One lucky MRPA member’s entry will be drawn at random to win a 2021 MRPA Annual Conference registration. Plus, a panel of professional photographers will review all photos submitted and choose three photos from each category to be featured in the Summer 2021 issue of MRPA’s MINNESOTA RECREATION & PARKS magazine.

Submission deadline is extended to May 21, 2021. Photos taken between Jan. 1, 2020 and June 7, 2021 are eligible to be submitted. Submit photos at right using the online form. Winner will be notified by June 8, 2021.

WHO CAN ENTER?
Any agency member of MRPA is eligible to submit photos. A maximum of up to three photo submissions per person allowed. Corporate members may enter but are not eligible for the free conference registration. Click here to submit your photos.

PHOTO RULES

Photos taken between January 1, 2020 and June 7, 2021 are eligible for the contest.
Photos must be your own, original shots and cannot be copyrighted by other publications or rights owners. Selected winners will be asked to sign an artwork release to verify originality before being printed in MINNESOTA magazine.
If photos will be used in the magazine that feature people with visible faces, you will need to submit a signed photo release form completed by all persons shown in the photo. TIP: We recommend you print and take copies of the photo release with you when out shooting photos. Click here to download the editable photo release online.

PHOTO SPECIFICATIONS
Photos should be full color, high-resolution (300 dots per inch or dpi) at full size. Photos should be between (vertical) 8 inches x 12 inches or horizontal (12 inches x 8 inches) at 300 dpi. Vertical photos work better for cover consideration.

DEADLINES:

Photo submissions due by June 7, 2021
Winners selected/announced June 8, 2021
Summer MRPA magazine mails in July/August 2021

HOW ARE ENTRIES JUDGED FOR MAGAZINE INCLUSION?
All photos will be judged by a panel of professional photographers. The top three in each category will be included in the summer issue of the magazine; additional images may also be included as honorable mentions.

ARE THERE PRIZES?
One submitting agency member will be drawn at random for a free 2021 MRPA Conference registration. The top three vote getters in each of the three categories will be featured in the summer 2021 issue of MINNESOTA RECREATION & PARKS magazine.

AmeriCorps Offers Free Emergency Response to Communities

Communities Can Apply for Americorps Emergency Response
Volunteers available to assist this summer

ServeMinnesota has announced 700 AmeriCorps members will be available this summer to assist Minnesota communities. As park and recreation leaders, they want to make sure you are aware of the opportunity to get more help over the summer months at no cost to you.

As part of the AmeriCorps Emergency Response initiative, members will serve 35 hours per week (June 6 - August 14) to support activities like:
• Summer programming and tutoring services
• Meal distribution and family resources
• Building/facility projects related to the pandemic (setting up spaces for social distancing, additional cleaning/disinfecting protocols)
• And more

Sites may request members by completing a short application online at ServeMinnesota.org/emergency-response.

The application deadline is March 27, 2021.

Governor Walz issued Executive Order 21-11 on March 12, 2021. There are facets of our parks and recreation offerings included in this executive order, including but not limited to:

Additionally the Minnesota Department of Natural Resources has updated the Outdoor Recreation and Facilities Guidelines, and Camping Guidelines, to reflect EO 21-11.

Guidance for day camps will be coming soon. This will be the controlling document related to group size and capacity limits.
